Memorandum communicated to Mr. Whitelaw Reid, February 17, 1909.

HIS Majesty's Government have given their consideration to the Memorandum communicated by the American Ambassador on the 28th instant on the subject of an alleged assurance given by the Chinese Foreign Office to His Majesty's Minister at Peking that the arrangement with India concerning opium will not be discussed by the Chinese Commissioners at the International Conference at Shanghao.

His Majesty's Government desire to state that any information which may have reached Bishop Brent to this effect is incorrect, and that no such assurance has been given by the Chinese Foreign Office. It is, however, a fact that that Office have stated that the Chinese Government are perfectly satisfied with the arrangement already made in regard to the reduction of the amount of opium imported from India, and have no intention of departing in any way from it, and that they have declared their intention of instructing the Chinese Commissioners to this effect.
